165 - MMCD developed its 2025–2030 Strategic Plan through a collaborative process, shifting from treating areas to protecting residents with a focus on prevention, sustainability, and community partnerships

Abstract: The Metropolitan Mosquito Control District (MMCD) protects public health and enhances outdoor quality of life for 3.2 million residents across 3,000 square miles in Minnesota’s seven-county Twin Cities metropolitan region. As one of the largest mosquito control agencies in the country, MMCD emphasizes prevention, efficiency, and environmental responsibility.
Recognizing the need for renewed direction—the District’s last strategic plan was developed more than 15 years ago—MMCD undertook an 11-month planning process to create a five-year Strategic Plan for 2025–2030. The process engaged staff, commissioners, and stakeholders to establish a clear, forward-looking framework built around four strategic priorities: Resources and Capacity, Outreach and Collaboration, Environmental Sustainability and Stewardship, and Border-to-Border Integrated Pest Management (IPM). The plan was approved by the Commission in May, with implementation and budget alignment beginning this winter. Workgroups are now being formed to guide implementation and track progress.
A transformative idea emerged during this process: shifting the District’s focus from treating areas to protecting residents. This perspective reframes MMCD’s mission, encouraging strategies that extend beyond traditional treatment—emphasizing prevention, education, and collaboration to protect people more effectively and sustainably.
The plan prioritizes prudent financial management, innovation, and strengthened partnerships with researchers, health agencies, and local governments. Environmental goals include reducing non-target impacts, minimizing waste and energy use, and promoting sustainable field operations. New performance metrics are being developed to align with the plan’s objectives and ensure transparency and accountability.
By linking measurable outcomes to its mission of protecting people and improving their time outdoors, MMCD’s 2025–2030 Strategic Plan offers a model for public health and environmental agencies seeking to integrate science, sustainability, and community trust into long-term operations.
